Game servers will restart if you are running the server monitor.

Are you sure the server monitor is running then? If the machine is detected as online and the gameservers are detected as offline it should be restarting them.

I suggest trying to run the server monitor by command line to see the output.

That log tells me those servers are not marked as 'started' in the panel, if it was marked as started then you would see "Attempt:" after "Querying server".
